I'd suggest you try with svg or Deneb. they are more flexible for you to arrange bars and define the labels.

Thank you for reaching out to the Microsoft Fabric Community. Power BI builtbin visuals, and even many custom ones, have limitations regarding layout flexibility, such as stacking visuals as desired, customizing label positions, or applying dynamic formatting.
For more advanced, tailored visuals like the one you are aiming for, Deneb or SVGv based solutions as previously mentioned by @MasonMA , are good options. Deneb, in particular, provides significant control over your chart layout, styling, and interactions. It is a certified custom visual in Power BI, powered by Vega Lite, and allows you to fine tune every aspect of your visual without needing external tools.
