Power Bi Random Name

how to create random function using just measure in Power BI. each time the file refreshed , random name (from a existing employee names)will be generated. i have achieve this using column calculation but i want this using measure only.

    Do the employees have numbers? Dose the table have index or date column? Can you provide a sample data? The result will be displayed in a card visual?
