Any guidance on how we can create a measure for this formula. 

Weighted mDPU formula
((Total of Major at DA+IA+PA x 2) + (Total of Minor at DA+IA+PA))/ (Total # of mTouch)

You use filter modifiers to achieve that  ( ALL(), ALLEXCEPT(), REMOVEFILTERS() or similar.  Have you tried that?
