    You can try the following methods.

    Measure = 
Var _MIN=CALCULATE(MIN('Table'[Age]),ALLEXCEPT('Table','Table'[Ref No.]))
Var _MAX=CALCULATE(MAX('Table'[Age]),ALLEXCEPT('Table','Table'[Ref No.]))
Return
_MIN&"/"&_MAX
