Measures won't total correctly

I've read anything I can find on this but I can't seem to get this to work, so here goes.

I have a basic timecard table that has has multiple entries for each person's hours spent on each activity in each date.

I then have a measure that sums the number of hours reported for each Week and compares the Number against the capacity hours for that Week or each person as [m_Hours Missing].  (Note: there are several slicers on the page as well)

m_Hours Missing = Calculate(SUM(Calender_Lookup[Capacity Hours])
-sum(V_F_SCHEDULE_MANAGEMENT_LVL2[c_Reported Hours]))

So each person's week is correct for the [m_Missing Hours]

I then created another Measure [m_Just Missing Hours] that removes the negative numbers (as some record

more than the capacity amount (ie: 42 hrs in a week).
When I try and total them, I don't get the correct total.

I've looked at many solutions online, but have not been able to solve this one.

I just can't seem to get the formula correct.
Any suggestions are greatly appreciated.
