Measure to replace Blank value coming due to Power BI Relationship

I have Data in Matrix table, where I am trying to use column names like NAME-Year-Month and then metric value corresponding to the hierarchy (Name-Year-Month).
I have observed that Power BI is assigning blank value to the certain records corresponding to Name (Which I am using as report filter). This is coming because there are some records in fact table missing out as per relationship rules. My report needs to highlight those records in Matrix Visual.
I am planning to create measure for the Name filter so that I can label all "blank" name as "Not List" LABEL.
First question:
1) Do I need measure to do that, or from setting within Matrix visual I can handle it?
2) If seeing if I am trying to create measure, it is not picking up String column names. How should i do that?
   My Logic is if it is ISBLANK replace it with "Not List" Label else let it be same value.
