According to your description, you want to "show "ID' that has a value in Column "[Total] Potential Revenue" & hide anything that has data with "Total Rev Measure" as per the below image".Right?
Here are the steps you can refer to :
(1)This is my test data :In my test data , you need to keep the [ID]=2,3.
(2)We can create a measure :
Flag = var _id = MAX('Table'[ID]) var _id_value1 = CALCULATE([Protential Value1] , ALL('Table'[SubID])) var _id_value2 = CALCULATE([Revennue Value1] , ALL('Table'[SubID])) return IF(_id_value1 <> BLANK() && _id_value2 <> BLANK() ,1,0)(3)Then we put this measure on the "Filter on this visual" and cofigure it and we will meet your need:

In the filter you have to select the option "is blank" and not "is not blank".

Thanks but when selected this, it removes the values but leaves all the "[Total] Potential Revenue"
