    Hi Anonymous ,

    I created a sample pbix file(see attachment) for you, please check whether that is what you want.

    1. Create a measure as below

    Flag =
    VAR _selemp =
        SELECTEDVALUE ( 'Table'[Name] )
    VAR _emps =
        CALCULATETABLE (
            VALUES ( 'Table'[Name] ),
            FILTER (
                'Table',
                'Table'[Total Work Time] = 0
                    && 'Table'[Fixed Salary In Local] = 0
            )
        )
    RETURN
        IF ( NOT ( _selemp IN _emps ), 1, 0 )

    2. Create a table visual and apply a visual-level filter with the condition(Flag is 1)

    Best Regards
