I am not sure how your datamodel looks like, but please try something like below.
order status complete or close =
CALCULATE (
DISTINCTCOUNT ( order[ORDERID] ),
FILTER (
ALL ( order[Order Status] ),
order[Order Status] IN { "Close", "Complete" }
),
ALL ( order[type] )
)
