According to your statement, I think [Net Cost Detail AVG] is a measure, so it will work when you add it into a visual. The result of measure is based on the key columns in your visual, so I suggest you to try SUMX() function based on [Net Cost Detail AVG].
New Net Cost Detail AVG =
SUMX (
SUMMARIZE ( 'TableName', [KeyColumnName1], [KeyColumnName2],... ),
[Net Cost Detail AVG]
)

that depends on the visual itself i.e. over which column are you calculating the the average? Can you paste a screenshot?
