How to get average when you have unique rows but duplicate ids

I have the following dataset. My average is acurate when I filter data by Term but when I remove the filter, the average is inaccurate since there are duplicate Ids. How to get accurate average in this situation?

AVERAGEX ( VALUES ( 'Table'[ID] ), CALCULATE ( AVERAGE ( 'Table'[Term] ) ) )
