How to format different time&date zone into EST

I have my data below and i need to format each row into EST date &time zone.

 

Please advise !

@Manasi25 Just add 4 hours. or [TIME} + (4 * 1/24)

Hello Greg

Thank you for response.
I have added hours to this "TIME" col, but due to it's having "text" format , value can not convert.

I changed format to"DATE/TIME" as well, still getting error.
