How to calculate average for mentioned conditions

I have a speed violation data and  my goal is to identify a streak of multiple instances of overspeed to be clubbed in to one incident where I can show average speed of that vehicle under speed violation and duration of time under vialation.

 

 

I have

 

unique vehicle trip id | Date and Time( HH:MM:SS) | Speed Limit | Actual Speed | Overspeed Value | 

 

Can someone suggest how I should build the logic.
