Anyway the measures I wrote are just two

Volume = SUM ( Tabella[Volume] )

Hightlight =
VAR _CurrVolume = [Volume]
VAR _PYVolume = CALCULATE ( [Volume], DATEADD ( 'Date'[Date], -1, MONTH ) )
RETURN
IF (
_CurrVolume <> 0,
IF (
_CurrVolume > _PYVolume,
IF ( _PYVolume > 0, "#00FF00" ),
IF ( _CurrVolume < _PYVolume, "#FF0000" )
)
)

and then used the last measure for the background color as shown here
