Help translating/looking up test values to a different value
I have a table of resources mapped from Project Online that have a "Department" value defined for each. I have a requirement to map this department value to a Business Unit value. I looking or adv...

I guess you already have a way to "link" the department to the business unit. Something like a Organisation Breakdown Structure.
So you could create a departement table with DEPNO, DESCRIPTION, .... any other department related fields like manager... and BUSINESSUNIT. Add a field DEPNO to you resource table and create relationships between the tables.
