Help needed to create stepping calculations

Hello all 

I'm trying to recreate stepping calculations in PowerBi. 

The general idea is:

Step 1:  all data is evaluated,  

Step 2: If any of the data from Step 1 that can be evaluated then is removed from Step 2

Step 3: as above all the data that can be evaluated in step 2 is removed from Step 3 analysis   

Below an example in excel.

Any ideas?

Please provide more context.  What does "evaluated" encompass? I don't see any evaluation.
