Go back a day and grab value which is based on a static value

Hello,

I need help with recreating this excel sheet formula with DAX, basically I have this static value under "Excess Units", which is being used in the formula to get the value on "07-14-2023" column, then "07-15-2023" is using "07-14-2023"'s value in the formula next and so on.. please help me recreate this if its possible..
