Formatting values by decimal and commas

Hi,

I have to format the values from a  calculated measure.

if a value is  1000 the show 1.000
if a value is 611.4 then show 611,4

how can i achieve this ? Please help

According to your description, you want to Formatting values by decimal and commas.

Here are the steps you can refer to :
(1)This is my test data and my measure:

(2)Then we can create another measure to format this measure:

Measure 2 = 
IF( INT( SUM('Table'[Column1]) ) - SUM('Table'[Column1]) = 0 , SUBSTITUTE( FORMAT(SUM('Table'[Column1]) , "#,##"),",",".") , 
SUBSTITUTE(SUBSTITUTE(SUBSTITUTE(FORMAT(SUM('Table'[Column1]) , "#,##.0")  ,".","|") ,",",".") ,"|",",")    )

Then we can meet your need , the result is as follows:
