I have a dateseries data that would look like this. As you can see, multiple dates have multiple reasons and multiple agencies associated. Also the reasons and agencies have only certain number of distinct values. Now I need to find the number of occurrences of a reason and number of occurences of agencies and make visuals for them.

It seems that you want to display count of occurrences based on Date, Reason or Agency, so you can add below changes in Power BI report.
You can achieve your Requirement in the Table visual by setting count of the Required columns,
