Find value of Previous Row in same column (Weighted Rolling Average (Future Outlook with Percents)

Hello,

I am looking to make a rolling weighted avg in Dax. The calculation will always start with today and if before just 0. If today it will be column c. Otherwise the calculation as shown will depend on the average from the day before combined with the average of what came in today.
