Filter inside a measure not working...

Hello community,

I have a measure that I am then manually adding a filter to it on the filter panel but now require to use that filter within the measure itself: 

I have tried this 2 different approaches:

    [MSI]

        - CALCULATE(

            [MSI],

            PREVIOUSMONTH('CALENDAR'[DATE]),

            FILTER(

                ALL(TICKET_DASHBOARD_HISTORICAL),

                TICKET_DASHBOARD_HISTORICAL[CLOSED_DATE] = 1

            )

        ),

    CALCULATE(

        [MSI],

        PREVIOUSMONTH('CALENDAR'[DATE]),

        FILTER(

            ALL(TICKET_DASHBOARD_HISTORICAL),

            TICKET_DASHBOARD_HISTORICAL[CLOSED_DATE] = 1

        )

    )

)

For this approach it gives me the results of all the rows and then once I add the closed_date collumn to the filter panel and choose only the ones that equal to 1, then it gives me the correct result that I want to see and I need this to happen without having to add that filter manually.

I also tried to do it separately, where I already have the calculation done and then create a measure just to filter the correct rows but then this measure is giving me blank results for some reason:

You generally can't measure a measure.

Please provide sample data (with sensitive information removed) that covers your issue or question completely, in a usable format (not as a screenshot). Leave out anything not related to the issue.
