Here I have another idea in mind, and I would like to share it for reference.
Hope the following dax will help you.
Measure =
var latest_date = MAX('Table (2)'[Date of vaccinated])
RETURN CALCULATE(SELECTEDVALUE('Table (2)'[Number of vaccinated]),FILTER('Table (2)','Table (2)'[Date of vaccinated]=latest_date))
