In your scenario, the best option would be to implement this using the calculation group, rather than using the USERELATIONSHIP.

I am also facing same issue. I was hoping I would download your file to learn the solution however when I exracted the zip file, I could find PBIX file. all files are without extensions and there are so many. Can you please share the pbix file with the solution and explain it also. I am relatively new to PBI :). Thanks!
