Dynamic Reference line based on measure in X-Axis

Hi Team,

Its urgent, Please help in adding reference line in X axis based on the condition.

I have created a measure 

Red/Black = IF( AVERAGEX(VALUES('src_horizon v_horizon_aggregate'[FISCPER]), INT('src_horizon v_horizon_aggregate'[FISCPER])) <

               AVERAGEX(VALUES('src_horizon v_horizon_aggregate'[CURRENT_FISCPER]), INT('src_horizon v_horizon_aggregate'[CURRENT_FISCPER])),"Red","Black")

I am using this measure to do conditional formatting in Table and Matirx format, which is working as expected.

Now I need to create similar for Line&Clustered column chart where reference line should be added till week 18 as per the above logic as shown in the below pic. Igone the week number in the below pic, practically the same line should be on week18.
