Dynamic Percent Change Over Two Dates in Slicer

Based on what I understand, since you want to give two slicers to your end users to select start and end months.
create two disconnected tables with Month column. In your slicers add those columns, You may need to keep the slicer as single select.
In your percentage change calculation, capture the selection of each slicer using selectedvalue function. Then pass the filter and calcualte the value of the respective start month and end month then you will be able to calculate the percentage difference.if you still need any further help then I would suggest you to share the PBIX file with sample data.
