I tried to create a sample pbix file based on the explanation.

Email Registration =
DIVIDE (
CALCULATE (
COUNTROWS ( 'Table' ),
CONTAINSSTRING ( 'Table'[Registration], "@" )
),
COUNTROWS ( 'Table' )
)

Without Email Registration =
DIVIDE (
CALCULATE (
COUNTROWS ( 'Table' ),
not CONTAINSSTRING ( 'Table'[Registration], "@" )
),

)
