    Add two measures:

    1&0 =

    SELECTEDVALUE ( 'Table2'[NAME] ) = ""

    Measure_Expected Result =

    CALCULATE (

            'Table2'[YEAR] = SELECTEDVALUE ( 'Table2'[YEAR] )
                && 'Table2'[1&0] = 1

        SELECTEDVALUE ( 'Table2'[AMOUNT] ),
