Data Labels on a Line Graph

 When you select 'Show value as percent of grand total', it's giving a percentage of all the data, so your percentages are correct, as it's showing Jan requests closed is 4% of all requests closed in all months.

You need to add a measures that compare the values against eachother, then change the format to percentage and add as tooltips. Change the below measures to fit your data:

Sales Amount by Due Date % = 
DIVIDE([Sales Amount by Due Date], [Sum of Sales Amount] + [Sales Amount by Due Date], 0)

Sales Amount % = 
DIVIDE([Sum of Sales Amount], [Sum of Sales Amount] + [Sales Amount by Due Date], 0)

You'll then have the following result (I'll leave the GT% in as an example)
