DAX Returning Total vs Last Date

This might requrie a bit more infomration but does anyone know why this maybe happening?  I have a measure that is returning a total instead of returing the last year which is 2030 (in a card format) 

The card has the follwing date/year filter on it

Not sure whats going on here? Please assist

I get the following on basic filtering 

[FreemanZ]

what do you get if you choose "is equal to" 2030

[cflynn_29]

Same Value

[FreemanZ]

choose basic filtering then check 2030 only?
