DAX Novice Need Help

I'm fairly new to DAX and Power Bi.  I'm trying to come up with a formula that if the Splicing Date is > 4 days from then Turnover date or blank then the Turnover Date row will turn red.  Any help wo...

    James218 can you make sure data type for your columns is date.
