DAX Measure to compare 4 different items

Hello,

I'm looking for some assistance with writing a DAX measure to flag a vehicle VIN baseed on comparing multiple items. In this measure, I need the VIN & Last Known Part Number to match in addition to the source and original part type to be different. PBIX file posted to provide sample data.
