    If this is the outcome you wish for...

     

    ... then I have a possible solution for you:

    DiffFromBlue = 
VAR _valueBlue = 
CALCULATE (
    MAX ( TeaTable[Rating] ),
    ALLEXCEPT ( 'TeaTable', 'TeaTable'[CourseName] ),
    TeaTable[Tee] = "Blue"
)

RETURN
MAX ( TeaTable[Rating] ) - _valueBlue
