    You want it in DAX, here it is

     

    Table =
    SELECTCOLUMNS(
        GENERATEALL(
            SELECTCOLUMNS(
                Person,
                Person[Name],
                "ID",
                Person[PersonID]
            ),
            CALCULATETABLE(Activity)
        ),
        [ID],
        Person[Name],
        Activity[Activity ]
    )
