Counting Resignations

I would like to create a measure that counts the employee resignations by the year chosen on the year slicer - I have done a measure that does not quite work  if I click on year 2021 in the date slicer it then counts resignations for 2021 and 2022 so I obviously have to put in a measure that just counts the year I select - any help would be appreciated

 

Count Resignations = CALCULATE(COUNTROWS(Personnel_Records),FILTER(VALUES(Personnel_Records[Leaving Date]), Personnel_Records[Leaving Date] >= MIN('Date'[Date])),Personnel_Records[Leaving Reason]="Resignation")

CALCULATE (
    COUNTROWS ( Personnel_Records ),
    'Date'[Date] >= MIN ( 'Date'[Date] ),
    Personnel_Records[Leaving Reason] = "Resignation"
)
