Please check the below picture and the attached pbix file.

It is for creating a new column.

Result CC =
IF (
    COUNTROWS (
        FILTER ( Data, Data[ID] = EARLIER ( Data[ID] ) && Data[Actions 1] = "Open" )
    ) > 0,
    0,
    1
)
