Count values based on measure results

Hey there, so here is the situation:

I have a mesure that was intended to apply conditional formatting based on measure output: 

I want to know how could I count occurences of resulting values based on their "flags". The percentage values are coming from measure, too. 
I want to know how to count them so I could create a Donut Chart, which will display projects in "Green", "Red", "Yellow" statuses.
