In general that depends on the filter context which essentially depens on the visual itself. However, The following should work in a card visual

Count =
COUNTROWS (
    DISTINCT ( SELECTCOLUMNS ( "A", 'Table'[A], "B", 'Table'[B], "C", 'Table'[C] ) )
)
