Ah.. you want to use Power Query? Then just replace the "," with "." then change data type to %
I try this but does not 😞

it looks like you have data from a specific locale, like Germany.
try to
1) right click the column, choose Change Type -> Using Locale, choose Decimal Number and English(Germany), and OK to close.
2) change it to percentage as usual.
We just had to replace the empty cells with null 😉
I tried from my end and Power Query automatically converted the text to number without me even doing anything. Make sure to check if you have some cells that contain letters or hidden special characters. You may also try Tranform - Trim and Trasform - Clean if you cannot see any visible character.
