Condicional Format for columns

Hi,

 

How can i make a measure or condicional format that returns red to values below the goal and green to values above the goal, taking into account that there is a filter of the country and the provinces, and each province has a different goal

If you are using the Matrix visual there is a built in Conditional formatting. Here is a detailed article on how to create what you need https://learn.microsoft.com/en-us/power-bi/create-reports/desktop-conditional-table-formatting
