Combination Table using Dax

Table 1:
Eval Person 1Eval Person 2 |

A                         A

A                         B

A                         C

 

Trying to use the table above and create a key with a combination of grouping and would look like the following.

Team (Identity of Combinations)    |  Person

1                                                         A

1                                                         B

2                                                         A

2                                                         C

3                                                         A

3                                                         B

3                                                         C

Can you explain further on the logic and how you want the 2nd table to be created? IS it in DAX or Power Query?

The model is built in SSAS so I would prefer to try tacking it in DAX as a calculated table.  I understand it's probably much easier to accomplish this task in Power Query.  I tried to leave the question high level to just to table creation but maybe context would help.  

 

I'm looking to take a table that is used to evaluate people and has a second column for all of the allocations of work that was done with other individuals. From this table I want to make a handful of combinations stored to a  index value.  This will allow use this table to produce a score for the team since it will consist of many different type of combinations.  Hope this helps, and thank you for response.
