Can DAX allocate missed budget to remaining months in a year?

I have a report that measures monthly actuals against a monthly target. is it possible to measure the YTD actuals and budget and if there is a gap reallocate that amount over the remaining months of the financial year?  i.e. calculate a stretch target on the remaining months to make up for any months that did not make target.
