Hi Lodewyk 

Please try the following measure:

Month target =
IF (
    CALCULATE (
        SELECTEDVALUE ( Sales[Sales] ) > SELECTEDVALUE ( Target[Target] ),
        FILTER ( 'Sales', SELECTEDVALUE ( Target[Period] ) = "Monthly" )
    ),
    "yes",
    "no"
)

 

Year target =
IF (
    CALCULATE (
        SUM ( Sales[Sales] ) > SELECTEDVALUE ( Target[Target] ),
        FILTER ( ALL ( 'Sales' ), SELECTEDVALUE ( Target[Period] ) = "Annual" )
    ),
    "yes",
    "no"
)
