Here I create a sample to have a test.
Measures:
Measure 1 = SUM('Table'[Value1])
Measure 2 = SUM('Table'[Value2])
Measure 1 - Measure 2 = [Measure 1] - [Measure 2]
Count Positive = COUNTAX(FILTER(VALUES('Table'[Category]),[Measure 1 - Measure 2] >0),[Category])
Result is as below.
