Tornado Chart App - fix zero values bug

There is a bug in MS Tornado 2.1.0 App (TornadoChart1452517688218)

The app displays 100% width bars when all values are 0. This is factually wrong and should be corrected.

Other users have also reported this previously: Solved: Tornado Chart zero values - Microsoft Fabric Community
But I cannot set values to blank as the measure needs to return zero instead of blank in order to highlight combinations of attributes with no data...
The app should not require a workaround, the bug should be fixed at source.  0  is 0 not 100%.
