Single Value Selection in Slider Filter

I want to have a slider where I can select "Is" (not Between or Greater/Less than).

If the value is numeric, it would allow the users to slide through the values and compare (similar to the play axis on a scatter).

Example:

A page displaying a month of data broken down by weeks; the slider would allow them to slide through the months of the years in choronological order.
