Bar in Bar Chart should be native in Power BI

Hi - I created the bar-in-bar chart on the left in Tableau am surprised that I can't match the design in Power BI. I tried layering the black one on the gray but ran into issues with the scrolly bar. The horizontal approach eliminated the scrolly bar issue, but, when I look at this on my phone the alignment on the zero line is off. I think this sort of chart should be native in Power BI - its very basic.
