Edit Interactions.
When you have a lot of objects on a page, Interactions can be the most frustrating thing in Power BI.

I suggest:
Add functionality to select a visual and turn on/off all interactivity for all other visuals and then allow to select them back on individually.
and/or  Select a visual and show a list of all visuals that can be checked on and off in the properties pane.
