powerbi map filling out county rather than state

Hello,

I want to make a heat map showing inches of precipitation by county. I only have county and state (no zip codes). It worked for some, but there are a few states (Texas, Georgia, South and North Carolina, Conneticut), where it isn't filling out the counties. For example, it's showing the whole state of Georgia as Doddridge County, WV). How can I fix this and truly get all the states showing by county?
