Not sure whether this is the correct location to post this, but here goes... I downloaded the new Power KPI Matrix today. It provides the balanced scorecard reporting that I had been looking for....
Power KPI Matrix supports zero values now by enabling a toggle at Actual Value group of Formatting Panel.

Community ChampionZero values are not supported for Comparison values since the varaince will be NaN (current value / comparison value).
This is the main reason why we implemented Zero values only for Current/Actual values.
