Visualisation showing target / actual "journey" over months

Hi. 

Newby question. I am trying to find a way to replicate the attached excel based visual. It shows the number of jobs with a specific period end and their progress over a tax season to completion. As the year unfolds the colours move from green to organge to red. Green being excellent turnaround and red being up against a gov deadline. Any guidance or suggestion as to where I might start would be very gratefully received.
